No, that's not the fact. That's what the article claimed, not necessarily what happened, perhaps what the author inferred or made up. I gave you a potential plausible alternate scenario. Since we don't have the video, we don't know what happened. So what you say happened is not a fact. Not in the rational world.

What a reasonable professional in a school system faced with the new legislation would be to see how and to what extent the teaching needed to be adjusted to avoid breaking the law. So that becomes the default. IOW, think horses, not zebras. Zebras are for paranoids and conspiracy theorists until and unless there is evidence of zebras.
