Whenever I used to see the Saudi's at trade shows in China in the 80's and 90's, a Saudi was always accompanied by a Palestinian who did all of his work, including his thinking. The Saudi was just the money.

These days, more young Saudi's are doing work that was done by migrant labor in the past just because there were so many unemployed male Saudi's, and the shrinking social benefits were insufficient to support them, especially if they wanted families.

The younger Saudi's are also far better educated than their elders.

It's a lot to expect people to move from tribal living to the Western way of life in under a century. I will say the Japanese did it in a rapid fashion from the end of the 19th century to the beginning of the 20th century. They were really motivated.
