This isn't the first time the US suddenly withdrew the troops who were stabilizing the society of a backwards nation. After the Compromise of 1877 the US pulled it's troops out of the former Confederacy, leaving the South free to impose a vicious system of racially motivated revenge and terror upon the newly freed slave that stripped them almost completely of their newly awarded rights, quickly ending Reconstruction and creating a harsh and brutal program of apartheid/feudalism called Jim Crow.
