I don't think it's liquid O2 that is used but rather O3, ie ozone. Ozone is very reactive and will oxidize many things including organic materials.....the contaminants in water of medical concern are generally organic.

Ozone is produced by exposing O2 to an electrical discharge converting it to O3. It's toxic and it's smell is very obvious; you can sometimes smell it after a lightning storm or if you have an electrical short or burn...

Water is purified by bubbling O3 through it......liquid oxygen (O2) is kept at very low temps to keep it liquid..it is stored in special containers in a hospital or even in a patient's home...
