What does that mean? Facts conspiring? How dare they.

Is the author trying to say if 100% were vaccinated we wouldn’t have a new wave of outbreaks? Why don’t they just say that hypothetical conjecture?

On an anecdotal note a vaccinated neighbor and friend my age came down with COVID a little over a week ago and is now in ICU and things don’t look good. He is active and in generally good health although I’ve learned he has asthma which was not noticeable. When it strikes close to home the seriousness takes on a different dimension.
