The 'plan' should have started under Mr. Trump.. Trump was actively hindering the repatriation. I don't know why , probably another of Bannon's schemes which are always about 6 degrees off in the weeds. I guess a big mess at the end was his way of saying "I told you so" to Bush Jr., but also to the military which he has hated ever since his years as a cadet in reform school.
