Maybe.

Alternative view can easily be that ‘they’ had planned on it all along, and were gifted with a dumb excuse, and ran with it, for 20 years. Meaning whilst ‘they’ did something stupid for 20 years, but were no fools. The tax-serf electorates were the fools.
