Why has Biden abandoned New Orleans?

Like his spectacular advice in Kabul, he and the Gov told people yesterday to "shelter in place".

The Weather Channel showed I-10 deserted in the late afternoon, and anybody and everybody could have gotten out IF the correct advice was given.

It will be Trump's fault of course...
