Thank you, Mr. Turner. This is normal market making; if they have no stock pool. The minute price made a move, buyers come in; and short interest goes up. Market makers had to pull back to match buyers and sellers.

IBM and GE are both joining their specialist to provide both cash pool(buy back program) and stock pool(registered stock held in treasury or the stocks they bought back). STRR would be wise to have shelf registration of 10-20 million shares, for acquisitions or from time to time to maintain a market. Solitron did it way back in the 1960s.

Stock market is another business that the management has to do, to help themselves in financial planning. IBM and GE are two examples. IBM was stuck at $50/share until, they started to work with the specialist. They put up 10-11 billion dollars in the two buy back programs.
