The phrasing makes me think they are weaseling their way out. So they didn't leave "working military dogs" behind. But did they leave those dogs behind or not? They are not saying that they didn't leave them behind. They are just saying those dogs were not working military dogs. George Bush should not have left the US troops in Afghanistan. We were done. Ditto for Obama and Trump. So fundamentally I agree with pulling the troops out. But the manner in which it was done sucked.
