China has 'election' year coming up.. always said Chinese leadership (well since Deng) understands the need to (urgent need) keep folks happy... A chicken in every pot and a place to put the pot plus a chance to advance... especially in a merit/capitalist sense Naught of what is happening in China should be a surprise... some though think China wants to invade / annex I guess ? Afghanistan :) Personally I cannot fathom that or discern any real rationale for it :) They do definitely want to do biz there ... obviously.... They do already... again much to do with US manifest destiny which went global post WWII and the de facto fall of the British Empire..
