yes and no.

the mentally incapacitated are on the street, one has to think rejection, family and or social driven. That warrants care of some sort.

VietNam vets are dated material.. we're too old to survive on the street (besides, If agent orange doesn't kill us, for the few, the demons get closer by the night). The lights are out for us.

Druggies.. I agree with what you say, and have so for quite some time. Interestingly, there are good examples on what can be done. Portugal for one.

The thing is, there is money in people's misery. Does anyone think the jailers & politicians will forfeit their tenants to some drug addiction facility in the hope of cure?
(the only druggies that should be in jail are the Shackler family & their ilk. Good luck with that)

The one thing of omission, not said, is the level of militant behavior. The homeless are getting younger and more aggressive... at least in Seattle.
For what it's worth, there are a lot of young people liking the free ride. They don't want to work. It's much easier to live off society's dime.
