why purchase canned tuna packed in oil vs. tuna packed in water?

1. I recently heard an Italian chef recommend only buying tuna packed in oil, stating
that the canned tuna packed in water has certainly been cooked twice at the packing house

2. in conducting brief research tonight, I read this article which implies the brand is likely to determine
whether the canned tuna has been cooked twice, NOT whether it has been packed in water or oil

we do enjoy the Wild Planet wild-caught canned Albacore tuna packed in its own juices, with
nothing added ... and it is generally available at Amazon

there is almost nothing better than a fresh whole tuna caught in the Pacific & purchased
directly from the fishing boat in Tacoma, WA ...
then taken home & stuffed with butter, garlic cloves, lemon wedges, & parsley -
wrapped in foil - and cooked gently on gas or charcoal grill
