I don't know what you're disputing with regard to the net effect was seriously positive. The paper that you haven't seen? Or that achieving 94% of a desired goal is not seriously positive?

I'm surprised and encouraged that you accept H2 for steel production is possibly viable. Many of your arguments apply to any substitution of fossil fuel. My mind is open regarding transportation - I'm concerned about industrial uses where electricity can't substitute for carbon.

Europe's largest electrolyzer (10MW) is placed on the grounds of an oil refinery where the hydrogen is used. That keeps pipelines short, and reduces losses. I don't understand why H2 would be compressed to 10,000 psi after production then immediately released. What would be the point?
