Xi’s latest is quite consistent with Chinese history: the populace will make big trouble if not treated fairly. While the latest XJT is all about the populace on socialist/communist grounds, it is IMO not so much that as a recognition of this well-established historical fact. A CCP plenum in November will shed light. My money is on more and more stringent XJT so bets need to be placed now in anticipation
