Yes. Also, it is easier to increase regular beds. ICU beds, with all the associated equipment, cannot be increased. Even if they have the equipment, the people are not available. It takes years to become a good ICU nurse. Quality of care degrades rapidly when hospitals are forced to use inexperienced personnel.
