I remember reading about this just recently. It reminds me of the Germans ploughing billions into Eastern European infrastructure in the 90s after the fall of the wall. It's called long-term vision and is paying off in spades for the Germans now. The Chinese are not hand-cuffed by a 90 day short term vision like we are. They'll no doubt be outsourcing to Africa (if not already) to take advantage of the fresh source of extremely cheap labor at their own factories and roads/ports for shipment.
