"Safe" or "safety" in that usage... meaning "in a known location"... making it not safe at all.

The point, I guess, being that not only is there precious little difference between Willie Sutton (the original "Slick Willie" for those wondering where Clinton got the title)... and the bankers... there's even less of a difference between Willie Sutton and the cops ? Except that Willie was apparently quite a gentleman... not just a dumb thug using a badge to rob people...

The bigger issue seems it is the officially sanctioned conduct of direct attacks on the banking institutions... as if the banks are unable to protect themselves and their customers from being robbed by government officials... who needs them ?
