Well, it's a tempest process by Franklin, but using Cycomm Corp. technology.

From the article:

"CyComm has been conducting evaluation tests of Franklin's Tempest in the U.S. and believes there is a strong market for this service in China, as well as in other Pacific Rim countries. CyComm established the far-end test site in Hangzhou, the capital of Zhejiang province near Shanghai. Hangzhou has a population of over one million people. The call was received at Franklin Telecom's headquarters location in Westlake Village, CA."

Cycomm Corporation is a subsidiary of Cycomm International. So, you're right, the tempest service provider isn't CYI. But part of the technology is one of CYI division directions.
