And it applies as well to the quote marks and the period at the end of a sentence depending upon the intent of the writer. What is correct may be more in the eyes of one's editor than upon any broadly accepted rule or rules
I agree with all that. However, if the reader is aware of the comma inside the quote rule, when it is outside, it sticks out and interrupts the flow.
