Was it empty for sale or empty abandoned. Long term empty? Suitable for the government to step in and dole out in a "Habitat for Humanity" way?

Neither houses nor homeless are monolithic, comparing numbers of each doesn't tell much about either.

Edit: Homogenous might have been a better word, I used monolithic because, in my mind, it has an element of great size hidden in it somewhere. Lots of homeless.
