We have a very short time to get that money into the economy so we can use it to prove it's working. The longer Pelosi lets Manchin pretend he has power the bigger our chances of getting slaughtered in the mid terms. Obamacare wasn't signed into law until March of 2010. Voters saw almost none of it on election day.

IMO, it should have been done in the first 100 days but you know how it is. Two weeks off for Labor Day,. two off for the 4th, the entire month of August off, two weeks off for Memorial Day, etc. Vacations win elections. Everyone knows this.
