What's missing? People are leaving blue states to find cheaper housing (usually getting the same high paying job). They're turning purple states blue and red states purple. When WV has 77% of republicans supporting Biden's plan and Manchin is still against it, it's easy to see he thinks his job to stop Dems from keeping control of Congress.
