Yes, the article was very poorly written. Like most news these days everything is copy and paste and machines are doing it. They don't even have to hire reporters anymore. When we refuse to put ad money in red states all they hear is republican propaganda. We can change the nation blue and it's easy to do. As far as paying for things, exactly, red states want free money. This is who they are. 70% of our GDP is made in blue counties and we give them our money. Then, they call us the socialists and we let them. This one line destroys what they believe. All we have to do is repeat the number billions of times.
