I have to admit I'm not exactly sure what McConnell agreed to. Is it just that the Reps won't filibuster?

That was the extent of it. No money was appropriated. I don't think any R's voted for it in the 2nd vote. The 11 voted to end the filibuster.
Chuck U Schumer tore into McConnell and R's IMMEDIATELY after the vote, and so did Lindsey Graham and Cruz.
