He is only really talking about the people being more educated, as measured by the quality of their responses on IQ tests over the last century.

That could easily be showing flaws in the IQ testing process.

Ordinary people can now go 600 mph when a century ago they could only manage 60mph. That's not actually due to changes in the people but in adaptation to technology. IQ is mostly a measurement of language comprehension. Perhaps TV exposes ordinary people to more words.
