The president told the generals and the world when he wanted to get out (before the 9/11 anniversary). I imagine these same generals convincing weaker presidents to stay in the war for 20 years. Once the order is given, it's the general's job to ensure it gets done. He's free to advice and disagree up until the president decides. Then, he does his job, becomes a good solider and falls on his blade because he fails.
