Every aluminum plant in the world was always located near a hydroelectric dam.

That was until China thought to build coal-fired aluminum plants. LOL

Now China has realized why nobody else ever did this.

In fact China now want to take the hydro-power from aluminum plants and use the electricity elsewhere, just as Washington State did - and US aluminum production moved to Quebec.
