On January 28th, I posted a chart of the Russell 2000 index pointing out that on every previous occasion when the ROC dipped below zero, this index began a meaningful rally. While the ROC is still below zero, the index seems to have begun a new leg up. Check it out at "Rising Small Caps" at pw1.netcom.com Claud P.S. To those who also follow the S&P cycle chart, the market can correct while small caps rally or catch up.
