We may need or can use the down-ballot votes. It's an important part of the Forensic audit(s). Those can help throw out ballots that were made up and duplicates that didn't comply with state law(s). Wrong county, out-of-state, is part of the process of rejecting bad votes and counting good ones, and other requirements.
