Republican John Lujan has reclaimed the Texas House District 118 seat he held in 2016, defeating Democrat Frank Ramirez in a special runoff.


A federal election.

Not sure why the article calls it a runoff.

I don't think a runoff can be the same day as the 11/3/2021 Election.

But it looks like a win.
