You're right, of course, about the speed. But the clock speed is only as good as the FP and INT specs it produces.
DEC says further:
" Performance will begin at an estimated 40 SPECint95 and 60 SPECfp95 and will reach more than 100 SPECint95 and 150 SPECfp95"

I don't remember Intel ever mentioning numbers even close to that. If you're curious, check Rob Young's old posts on the DEC thread.

This will be one heck of a company.... It will challenge IBM like DEC did in it's heyday.
