I'm not so keen on the low RAM capacity. 16GB is so 2012. You typically need to double the RAM for every new iteration of Windows, so that means 32GB at least. I think Windows 11 Pro allows up to 64GB RAM. That would stretch the useful life of the machine somewhat as well. Is this for your protege?
