Larry- The second plant can give you two things. 1. A backup plan should final permitting not go through.(I find it hard to believe that we would get permitting in Calif. but get turned away in Nevada) 2. The ability to experiment, fine tune, and make adjustments on the process without shutting down a larger plant. That is assuming the smaller plant gets built. Mark
