I keep hearing from the enemy press about covid surges.

Covid cases are surging,
Hospitals are seeing a surge of cases.
Because of the surge of cases the Governor is considering restrictions.

But to have a surge it must have gone down at some point. They never talk about the going down part. Only the surging part.
