Personally, I would agree with Gorka. As much as Donald Trump is a man who gets things done, he would have several "balls and chains" around his legs if there wasn't, at the very least, a GOP majority in Both Houses. If the Demented Democrats get a majority in either of the two Houses they will endlessly do their utmost to put spanners in Donald Trump's wheels.

I suspect he will hold off his final announcement as to whether he will run again in 2024 until after the results of the Mid-terms. An indication as to how important those results are for his potential Presidency is how hard he has been working to find suitable genuine Republicans to stand for Congress and the Senate and to also, thereby, boot out RINOS.. And when he finds genuine Republicans he wastes no time in giving them his valued Endorsement which ensures that his base votes for those candidates.
