Moving averages are just low-pass filters with a phase delay.
If you compare any oscillating signal with a delayed version, some of the time it will be higher, and sometimes lower. This signifies nothing.

And why not use a 40-day or 75-day average?

If you could average in future prices in order to eliminate the delay, maybe that would tell you something.
