If not, most state licenses have to be renewed on a regular basis. Bi-annual or so. Gotta keep that revenue coming in. Then there's the continuing education requirements for some of us. Gotta keep the political donations coming in from the "Educators". Plus, makes a nice cudgel if you get out of line.
