Biden was always focused on recycling Ukranian foreign aid. Why would he be interested in anything else now? The problem is his basic carelessness and callousness. That aspect of his character has not changed, but his mental agility, which was never great, is obviously failing. So what are the driving interests of the folk running him these days?
