The wire brush steel is spec'd by the buyer. Either by price they want (impossible price = lower quality to ensure the factory makes a profit), or spec's that equal the final product.

My guess is the buyer was not very sophisticated and wanted price above everything. This led the buying agent to seek out a 3rd tier factory that makes crap quality to match the mandated price.

I've actually been in a few wire brush factories over the years, and it's a pretty fascinating thing to watch them being made.

It is very hard for a factory that is used to making good quality to change out and make crap unless the order is like a week's worth of work. It's just not done.

If it was from a dollar store, that means 3rd tier. If it was from Harbor Freight, that usually means 2nd tier on that item. They usually use 1st or 2nd tier suppliers.

It sounds like yours had wire that was not tempered steel, which is a must for this item. The diameter of the wire may also have been cheated on by making it thinner, making it less strong. This is done to meet impossible prices of buyers who could give a rip about quality.

If it was from Walmart, Depot, or Lowes, that's usually 1st tier and top quality. If the quality is not up to testing standards, that vendor is dropped.

In the 80's, you could buy long handle or shoe handle wire brushes wholesale in the US for less than $0.25/ea. in lots of 10,000. Scrapers on them added another 5-cents/ea. These were as good as anything made domestically.
