I agree that means determine ends.

But… degrees matter. It’s a very big difference - between a relatively “normal” authoritarian rule - and the Gulags and ovens. The latter, fortunately, are the exception. And, indeed, as citizens, we do need to worry when we see our political regime become less open and more authoritarian.
