You are making this more complicated that it need be. There is nothing wrong with our System of legislation. Biden did not have the votes needed to pass his original piece of liberal legislation. Sinema and Manchin are not liberals. They picked apart his liberal legislation for a year till Manchin officially killed it.

Dems came up a little short. That about sums it up.
