And now he’s saying he can’t do anything [about COVID].

Actually that isn't what he said. He said he would supply governors with the equipment, supplies and funds that they need in order to help them and their medical infrastructures do their best to eliminate COVID. Unlike the previous administration which forced governors to either buy their own supplies from the stash that Trump Jr. was hoarding at a profit to the favored private companies that he allowed access to or to secretly buy supplies on their own, hoping that the feds didn't find out and confiscate them.

That is what Asa Hutchinson was alluding to when he said this:

But we also, as governors, are getting pressure to do more, and the need is great to do more in terms of the rapid tests and the availability of it. And so, one word of concern or encouragement for your team is that as the — as you look towards federal solutions that will help alleviate the challenge, make sure that we do not let federal solutions stand in the way of state solutions.

And the — the production of 500 million rapid tests that will be distributed by the federal government is great, but, obviously, that dries up the supply chain for the solutions that we might offer as governor.

When Biden said that-- "Look, there is no federal solution. This gets solved at a state level," he was reassuring Hutchinson and the other governors that he wasn't going to do what the Trump admin did. "If you need something, say something — and we — we’re going to have your back in any way we can. ," he said. A comment that of course Republicons won't bother repeating.

Because that is what you do. Lie and mislead and be stupid.
