to bid on that market:

Atlanta $2.9M
Boston 3.7
Chicago 7.4
Dallas 3.9
Detroit 4.2
Houston 3.6
LA 13.1
Phil 5.3
San Fran 5.8
DC 3.7

Doesn't look like many are planning on bidding on the large markets.
For instance, only 5 submitted payments large enough to just bid on
LA.
