I'm thinking "investing $7.5B", and that we aren't really broke. I'm also thinking that your concern about brokeness is faux, since you didn't object to the deficit-building Trump tax cut.

Good idea; take that from the deficit-building defense budget, which you also don't object to. We can even cut the defense budget down to $600B for 10 years, and use that money to fund building back....
