He didn't say "a large percentage of the time," he said "an unusually large percentage of the time." An unusually large percentage can still be a very small percentage.

For example, if the "usual" percentage is 1%, then 3% would be unusually large -- 3x the usual -- but still a small percentage overall

Does 3x the usual matter when the percentages are that small? I don't know, but I know it's good to keep the facts of the argument straight.
