This is a cash buyout. There is NO ratio of CA stock. CA has a habit of buying companies with cash and not stock. This prevents their stock from being diluted.
If you do nothing and the buyout is completed you will get 30.5 cash for each share you own in your stock account.
The reason the stock is trading less than 30.5 is the margin for buying and selling and also the small risk in case the buyout fails.
