No, to me peripheral is peripheral. Ballot "harvesting" in various forms is illegal in a lot of states and is appropriately punished in those states. But schlepping some legitimate votes to the ballot box is peripheral, that it, it is not fraud and it does alter the outcome. Peripheral.
