Valley Telephone Cooperative will offer a 700 kilobit
high speed Internet access service effective February 17, 1998.
The service called DSL700 will be offered at $36 per month
for the local loop conditioning. Internet Access service through
VistaNet, our ISP, will be offered at $30 per month.

Valley Telephone serves the rural ranch country between San
Antonio and the Rio Grande Valley of South Texas. Valley
Telephone provides service in 17 Counties over 7,300 square
miles to 5,300 customers or .7 customers to the square mile.
One of the least dense telephone populations in the USA.

Valley is the first small independent to offer a xdsl based
service to it's customers. We have 140+ internet customers with
24 currently interested in the service. The service is
available across all 17 exchanges we serve. We intend to
provide the service to every customer no matter how remote.

We trialed the Pair Gain EtherPhone, an HDSL product. However
we are deploying Pair Gain's RADSL product. We are not offering
a higher bit rate service because it would have delayed the
rollout. We offer the service on the existing telephone line
to reduce the rate we must charge and eliminating the need
for a second line to the customer. Pair Gain is the only
product we have found which could be economically deployed
in a low density market. The ability to aggregate traffic and
basic pricing made these numbers possible.

The school that helped us trial our service has 85 computers
working behind 1 DSL700 line. They say it serves their needs
just fine. We charge the same for the line but $90 for the
Internet service when more than 2 computers are connected.

We have set the price as low as economically possible. We are
eliminating the last mile bottleneck problems in this company.
We feel telephone companies and copper cable pairs have taken
some unfair criticism so we are out to prove some of it wrong.

We will be glad to share our tariff with any other telephone
company wanting to offer the service. We hope we have set
