Article 1 allows Congress to over-rule states for the means of Congressional elections, but Article 2 does not allow it for President.
Allows to overrule states wrt some problem with an individual candidate or state - OR, in a sense of allowing the Fed government to take over ALL regulation of Congressional elections?
